As Congress Debates Cuts, California Turns to Borrowing $3.5B for Medicaid Costs

As Donald Trump and Elon Musk 'S department of governmental efficiency ( DOGE ) implement significant reductions in the federal bureaucracy, with congressional Republicans reportedly preparing to take action. Medicaid , California will have to borrow nearly $3.5 billion to bridge a funding shortfall in its healthcare initiative.

The number — provided in a correspondence from the Governor Gavin Newsom ’s administration and seen by Politico — signifies the overall sum the blue state is allowed to borrow, which would barely cover expenses for Medi-Cal, their variant of the federal healthcare initiative, up till the month’s end, as stated by State Department of Finance representative HD Palmer.

The scenario is expected to bring more attention to California's approach of offering health insurance For undocumented migrants, which was initially projected to cost around $3 billion but is turning out to be more costly in reality, one year after putting it into effect.

Two factors contributing to the additional costs include higher drug expenses and more senior citizens becoming eligible for the program.

Newsom’s present budget plan projects that California will allocate $8.4 billion for covering undocumented immigrants under Medi-Cal in the fiscal year 2024/25, followed by an expenditure of $7.4 billion in the subsequent year, 2025/26.

As the possibility of imposing caps on enrollments for the policy or restricting the benefits it provides approaches, Assembly Speaker Robert Rivas has expressed his pride in its accomplishments thus far.

"There are difficult decisions coming up, and Assembly Democrats will carefully review any proposals made by the governor," Rivas stated.

“Let’s make this crystal clear: We won’t back down and abandon our immigrants.”

In their collective statement, California Senate Leader Mike McGuire, Majority Leader Lena Gonzalez, and Budget Chair Scott Wiener expressed their commitment to collaborate with the Assembly and Governor Newsom on developing "thoughtful and enduring resolutions" to address the issue at hand.

"Here in the Golden State, we continue to be committed to making sure millions of Californians get the healthcare coverage required for them to flourish," they stated.

The rising healthcare expenses nationwide are jeopardizing people’s access to medical care, and an even greater threat comes from the severe budget cuts proposed by President Trump and Republican lawmakers in Congress, which could affect the well-being of millions of Americans.

In 2016, Medi-Cal coverage was initially offered to children of unauthorized immigrants and has progressively broadened over time. It started with young adults, followed by seniors, before becoming accessible to everyone in the previous year. However, this expansion has consistently faced disapproval from Republican members within the state.

Senate Minority Leader Brian Jones and Assemblymember Carl DeMaio in particular have lashed out at the policy’s inflated price tag, with the former taking to X to demand a hearing, accusing Newsom’s administration of being “secretive” about the rising costs.

“Typical of the secretive Newsom Administration, they just quietly dropped a damning notification that they are taking a $3.44 BILLION loan to fund free healthcare for illegal immigrants,” Jones wrote .

The loan is being sourced from funds designated for healthcare providers through taxes.

"Increasing expenses for Medicaid pose a nationwide issue, impacting both Republican-leaning and Democratic-leaning states," stated Izzy Gardon, spokesperson for Newsom.
